CCS Transportation HOS Exemption Request: Yard Moves on Public Roads
FMCSA just put out a notice about an hours-of-service (HOS) exemption request from CCS Transportation, Inc. The ask is pretty specific: let certain short moves between their own facilities be logged as on-duty (not driving) yard moves, even when they briefly use local public roads. You don’t have to be CCS for this to matter. Any carrier that shuttles trailers between yards or uses public roads to connect “campuses” should pay attention. This is exactly the kind of gray area that shows up on inspections, audits, and renewal reviews.
